Export certificates: the French Decree has been published
They are required for exporting cosmetic products to many countries outside the European Union. Their issue, previously handled by the ANSM, will now be the responsibility of the DGCCRF. Decree No.2024-1250, published in the Journal Officiel de la République Française on 31 December 2024, sets out the terms and dates of this transfer of responsibilities, as well as the consumer information procedures for bulk sales.
French consultation on EPR for professional packaging

"Biodegradable" claim: the French Conseil d'État confirms the ban
In a decision dated 31 May 2024, the French Conseil d’État rejected the application by the Federation of Hygiene and Responsible Care and the FEBEA to overturn the ban on “Biodegradable” and “Environmentally-friendly” claims introduced by the AGEC law. The main reason for this decision was to protect the environment.

French ban on samples: the Decree has been published
It’s a ban that isn’t really a ban at all. However, Decree No.2024-373 officially sets out “the terms and conditions for applying the ban on distributing a product sample to a consumer, without their request, as part of a commercial approach.” It was published as part of the implementation of the “Climate and Resilience” Act of 22 August 2021.
